The new rate case that takes effect next May brings with it many new rules and regulations, some of which are expected to set precedents for future rate cases, according to Rose Flanagan, director of mailing services, and Bob Rosser, director of integrated solutions, both of Transcontinental Direct.
The two spoke at the DMA06 conference in San Francisco on Monday, pointing out several implications of the USPS’s proposed changes to the way it considers mail, according to Direct Magazine.
The USPS wants to base additional charges on the shape of a mailing piece rather than on the weight, which could raise current rates for some mailers, such as those who mail CDs and DVDs, by as much as 32 percent.
Other changes include a proposed charge of 80 cents per container for periodicals and possible discounts for carrier route sortation.
Flanagan pointed out that the changes will likely take place just a month after the USPS Board of Governors approves the rate case. She said that the situation is similar to postal reclassification in 1996, when third class mail became standard mail and other major changes took place.
Rosser reemphasized the fact that the proposals are all subject to change, and that the USPS is accepting comments until Nov. 17.
